The Energy Saving Partnership: a Berlin Success Model

The city of Berlin uses an estimated 5,000 buildings for which it pays a total of around Euro 180 million for energy supply. The so-called Energy Saving Partnership was developed in response to a massive billion Euro programme of investment demand, lack of budget and the need for a 25% reduction in CO2 emissions on the level in 1990 by 2020.
A private specialised energy service company "the contractor" brings know-how and the necessary financial means into the project. It is then their responsibility to ensure adequate investments are made in the buildings and thus to guarantee the energy savings. Both partners share a handout of the cost reductions.
The project was first launched in 1996 with two pools of about 100 properties. Due to the projects outstanding success, there are now 22 pools of buildings with more than 500 properties (about 1,300 buildings) to be signed. Whilst investments amount to more than Euro 60 million, the guaranteed energy saving is 15% to 36%, the contract period 12 to 15 years and CO2 reductions about 60,000 tons per year, meaning that Berlin enjoys an annual saving of Euro 3 million.
