Climate Alliance contributes to the new European GHG monitoring and reporting mechanism

18.04.2012 - On 17 April, the opinion on the new EU mechanism for monitoring and reporting of greenhouse gas emissions has been adopted in the meeting of the Committee of the Regions (ENVE Commission). While preparing its opinion on this regulation, the Committee of the Regions has consulted the Covenant of Mayors Office (CoMO) and discussions on the Covenant methodology has been held.  As the leader of the support and monitoring operations within the Covenant of Mayors Office, Climate Alliance has followed up this process.

 

The proposed new Regulation enhances the current monitoring and reporting mechanism in line with the requirements of the 2009 climate and energy package. It goes a step beyond Kyoto in providing greater transparency in the data and information provided and ensuring compliance with the EU's climate change commitments.

 

The draft regulation can also improve and facilitate the work done by local authorities. Climate Alliance emphasises the need to find ways to ensure that regional and local authorities are involved in the design and implementation of the national low carbon strategies. The extensive work done by local authorities via Sustainable Energy Action Plans (SEAPs) or local climate plans needs to be awknowledged. Climate Alliance also supports the requirement proposed by the Committee of the Regions to ensure coherent and good quality data sets for regional and local levels, and the role that European Environment Agency might have in this process. Data collection is one of the challenges of CO2 monitoring and public access to data should be ensured.
